State vs. federal power

While our state legislature sat in bipartisan deadlock in 1994,                  
unable or unwilling to deal with the state's pressing 
issues, the people of California used the initiative 
process to pass a law.  Thwarting the will of the people, 
implementation of that law has been stalled by the courts. 

A federal judge has picked over the law choosing to keep only 
the part she deems acceptable, even though the people were 
only allowed to vote on a package.  And the media fails to                                   
recognize and report that viewing federal law as superseding                     
state law, this decision violates the 10th Amendment, and if                     
allowed to stand would seriously shift the balance of power                      
between the federal and state governments.
