Anti-Byrd Conspiracy

The state Legislature failed to pass a bill aimed at
stopping Byrd from issuing concealed weapons permits.
Then the Sacramento County Sheriff's Department openned
a field office in Isleton the day before the county 
grand jury recommended that Isleton disband as a city.
   Is it still a conspiracy if those involved in preventing
an elected official from performing his duties are 
government officials?
